In every culture or country, the relevance of human rights values such as gender responsiveness and the right to protection against discrimination cannot be overstated. In order to prevent and respond to situations of gender-based violence, law enforcement officials must have a thorough grasp of gender, gender-based violence, and the related legislation.

The goal of this document is to serve as a manual for trainers and trainees in order to effectively prevent and respond to gender-based violence in law enforcement agencies and other stakeholders. This Manual aims to help stakeholders, particularly police officers and other law enforcement organizations, in becoming more familiar with human rights principles in general and gender ideas and associated concerns in particular.
