The Lagos State Ministry of Youth and Social Development (MYSD) has officially launched its Standard Operating Procedure (SOP) for Effective Service Delivery, a comprehensive operational framework designed to strengthen professionalism, accountability, and efficiency in the delivery of social services across the Ministry.
The SOP provides clear procedures, roles, and responsibilities that guide the Ministry’s departments and units in carrying out their mandates. It establishes standardized processes for service delivery, documentation, case management, and interdepartmental coordination, ensuring that social welfare services are delivered consistently and in line with government policies and global best practices.
Developed in collaboration with the Centre for Women’s Health and Information (CEWHIN), the SOP was produced under the Rule of Law and Anti-Corruption Programme (RoLAC), implemented by International Institute for Democracy and Electoral Assistance (International IDEA). The initiative forms part of ongoing efforts to strengthen institutional systems and enhance the capacity of social workers and youth development officers within the Ministry.
As the social protection arm of the Lagos State Government, MYSD plays a critical role in safeguarding the rights and well-being of residents—particularly children, youth, vulnerable persons, families, and older citizens. The SOP aligns with the state government’s development priorities under the THEMES Plus Agenda, which emphasizes inclusive growth, social protection, and youth empowerment.
The document also integrates safeguarding and gender-inclusive principles while providing practical tools that support staff in managing cases, documenting interventions, and collaborating with other agencies and stakeholders involved in social service delivery.
The SOP is structured into four main sections: cross-cutting operational frameworks applicable across the Ministry; department-specific procedures and workflows; mechanisms for implementation, monitoring, and review; and annexes containing standardized forms, templates, and tools for documentation.
The development of the SOP reflects the Ministry’s commitment to strengthening institutional systems, improving service delivery outcomes, and fostering a culture of excellence and accountability within the public service.
